Zapata County hosts several small communities including the town of Zapata, San Ygnacio, Lopeno, and Falcon, which are served by the Zapata County Commissioner’s Court with a County Judge, 4 County Commissioners, and 4 Justices of the Peace. Zapata County is divided up into 4 precincts with a Commissioner and Justice of the Peace assigned to each precinct.
The County Judge is elected via a county wide election every four years and serves as the county’s chief executive officer. The County Judge presides over a five member Commissioners’ Court, which has budgetary and administrative authority over county government operations.
Four commissioners, each elected from a quarter of the county's population, serve along with the county judge on the commissioner’s court. In addition to assuring that county roads are maintained, commissioners vote with the county judge to set the budget for all county departments and adopt a tax rate.
